It would be advisable to replace all bolts on any Chinese Sandail or go-kart if you buy one. Make sure the bolts you replace have enough thread engagement. Use Loc-tite on all bolts including the ones you did not replace.
That link does indeed take you to a site with lots of specs on metric fasteners but I think most people familiar with the SAE grade ratings would find a conversion table more helpful so here is the #2 Google hit:

I have read many posts in the past from people mistaking the "8.8" on a metric bolt as meaning grade 8. Not true. Hope this clears up some common misunderstandings about metric grade numbers. _________________ _________________

this is what it means in a nutshell
no markings on the head of the bolt is a grade 2 for both metric and english fastners.
8.8 or 3 lines on the head is a grade 5 fastner
