Yes, and yes. I measured my '05 Twister Hammerhead 150 valves, and they are already the big valves (same size as on high performance head). The ports are bigger on the high performance head, but that's not enough to make any useful difference with a stock intake and exhaust. I'm getting a Yamaha Rhino (have one on order), so I'm not going to waste any more time trying to extract an extra 0.1 HP from my GY6.
