I'm not sure (and maybe the California guys can chime in) how close this is to the "red and green" stickers we keep hearing about. This bill is ready, if it hasn't already, to "drop". I'm not sure what I think of it yet. I like less government and regulation, yet I'm upset that places keep getting taken away.

I don't see anything particularly terrible there. It may be a good thing if enough money is saved to help preserve off road riding areas in a state that is rapidly getting built up.
I don't see anything specifying any extra stringent inspection procedures such as what California has.

Sounds like you guys in Arizona are going to get screwed like us in California. Welcome to the club.
Don't you know what the money will go for? To close trails of course. CORVA is calling for the abolishment of the California OHV commission on findings from a study by a government agency. This study found out that most green sticker money is being used for "restoration" (closing trails) and the OHV commission is run by environmentalists.
I've ridden in several California OHV parks and wonder why they are in such crappy condition. Where in the hell is the money I pay every two years for a green sticker go!!! It's not for park maintenance for sure.
Welcome to the war!!! I hope you guys have a CORVA type organization in Arizona to fight for your land use rights. Pretty soon all your riding will be in one square acre like it will be California in the future.

What sucks is the eco-nazi's do this full time while guys like you and me actually work and are productive citizens. When do we have the time to go and protest at the state capital?
The eco-nazi's not only want to get rid of OHV'ers but all public acces to our lands.
FIGHT FIGHT FIGHT FIGHT FIGHT!!!!!! Write your congressman, your representative or whatever. Protest it's our constitonal right.

Suzuki Phil- What I read is they are regulating. I hate regulation, and in my industry (pest control), we are HEAVILY regulated. What I did read was that there was going to be a commission/group established (of what looks to be a good group) to oversee future things. There is also exact percentage appropriations of funds. Our beautiful Governor has been robbing things as it is, but this is law, so the funds would have to be spent a particular way.

What I didn't see was inspections on the vehicles to get the tag/sticker. What kind of inspection do you have to go through, or is it just an approved list? How is it in California for trails- is it law that if you are caught on it without the sticker you're in trouble, or is it only posted trails? I couldn't quite understand if our "Copper" sticker would be needed for posted areas or for any "dirt" land in general. We are having a lot of problems here with people tearing up areas, littering (can we say water heaters, couches and friges?), and not having common courtesy. From this bill, it sounds like this might help eliminate this problem (if enforcement happens correctly). This will loop in four wheelers. There is a huge problem with people that get a 4x4 and think that you aren't wheeling unless you blaze a new trail. They will take their "4x4" out once or twice, but do more damage than I will in a lifetime.
Bedo- I forgot about that video. Anyone that goes trail riding, completely relates to that video. Nothing sweeter than being in the desert and seeing a deer (ok, maybe I could list a few other million things ). _________________ I don't kill anything I don't get paid to.

In California you have to either show a "green" or "red" sticker on your OHV on public land. This includes state OHV parks and BLM land.
Green is usually issued for year round usage (4-strokes and older 2-strokes), red stickers are issued for OHV's that do not meet emission requirements during the summer months. Red sticker vehicles are useless for me. There are no vehicle inspections at this time except for noise. Usually on holiday weekends the Rangers check for compliance. Trails are not rated by stickers.
If you get caught without a sticker you can get a ticket and I believe (not sure) that the Ranger can impound your vehicle.
I have no problem with the intent of the green sticker program. I have a problem with our monies being spent incorrectly by eco-nazis closing our trails down.
If can keep the eco-nazis off the OHV commission in AZ you might be ok, otherwise look for trouble ahead.
Have you gone to the CORVA site and read about our OHV commission yet?

I just read a little about the California commission. It sounds bad. Are there guidelines like ours for what the criteria is for Commission members?
NOT MORE THAN TWO MEMBERS SHALL BE RESIDENTS OF THE SAME COUNTY AND NOT MORE THAN THREE MEMBERS SHALL BE RESIDENTS OF COUNTIES WITH POPULATIONS OF MORE THAN FIVE HUNDRED THOUSAND PERSONS. THE MEMBERSHIP SHALL BE FOR THREE YEAR TERMS. THE MEMBERS SHALL ANNUALLY ELECT ONE MEMBER TO ACT AS A CHAIR. THE MEMBERSHIP SHALL BE AS FOLLOWS:
1. THREE MOTORIZED RECREATIONAL USERS.
2. ONE DISPERSED RECREATIONAL USER.
3. ONE OFF-HIGHWAY VEHICLE DEALER LICENSED PURSUANT TO TITLE 28.
4. ONE MEMBER OF A SPORTING GROUP.
5. ONE ELECTED OFFICIAL FROM A CITY, TOWN OR COUNTY.
B. GROUP MEMBERS SERVE THREE-YEAR TERMS. GROUP MEMBERS SHALL ANNUALLY ELECT A CHAIRPERSON FROM AMONG THE GROUP MEMBERS.
I feel like at least this Law would make sure to keep the green-tree terrorists from legislating from the chair.
If this bill goes into effect, I will be at every one of these meetings. That is how you get clout with the commissioners. This way, if something is coming down the pike, you put in phone calls to them. They are more reachable/convinceable than a senator or anyone.
So I'm assuming there is a "list" of makes and models that are "green" stickered? What if you made a custom 4 stroke buggy from a motorcycle engine? Do vehicles that are licensed for steet use need one of these stickers? ie: 4x4 Blazer, Honda enduro?
I believe this legislation is geared more towards having control, keeping track and establishing set funds toward public lands for OHV use. Like I said earlier though, I don't like regulation at all. I would like to just see current laws enforced. It wouldn't take but a planned budget to give the man power needed to enforce current laws to protect our land. _________________ I don't kill anything I don't get paid to.

I like the makeup of your commissions, pretty well rounded. In Cali the liberals and Democats control the commissions.
I'd like to go to the meeting but they are held in Sacremento and it's too far for me to drive.
The state certifies which vehicles are "green" or "red". I thought all new 4-strokes were "green" but that is not the case. Most of the small 90cc ATV's and such are not green stickerable (did I just make a new word up?). Old 2-strokes up to a certain year are green stickerable. What happened was a new law went into effect regarding which years were going to be green and red sticker, problem was it was very vague. It allowed old 2-strokes to be green stickered.
My Dad bought a new Honda Recon last year and he got a red sticker in the mail . He called the DMV back and they sent a green sticker. Now on specialty vehicles I'm not sure what the criteria is. Basically you have to convince DMV it's a green sticker vehicle. Luckily my Twister is registered as an ATV so I'm good.
