The tube from the bottom of the float bowl should be the drain for the bowl. It doesn't attach anywere. Just make sure the valve on it is closed.

Thanks. I found the problem. I lost the metal pin that holds the float in place. I reinstalled the pin and it fixed the problem.
This site rocks.

Excellent...
Pictures with jet in and jet out, you may want to say All Jets In and Main Jet Removed, as there are other jet circuits in the picture as well.
Step 10 should read:
Adjust idle speed setting, and idle speed airbleed screw as the required settings were likely altered.
