For us Michigan riders, there is a proposal on the November ballot to keep the money you provide through ORV licenses to be used for “their intended purposes”.
To quote Dick Ranney (ORV Advisory Board Chairman) in a recent CCC TrailRider article, “In fiscal year 2002-2003, $7.8 million was “stolen” from the Waterways Fund to balance the state’s general fund. In the seventies, our ORV funds were “robbed” and never, ever, repaid of a few hundred thousand dollars. Your “YES” vote on Proposal 06-1 will prevent such atrocities from ever happening again!”

PROPOSAL 06-1
A PROPOSED CONSTITUTIONAL AMENDMENT TO REQUIRE THAT MONEY HELD IN CONSERVATION AND RECREATION FUNDS CAN ONLY BE USED FOR THEIR INTENDED PURPOSES
The proposed constitutional amendment would:
• Create a Conservation and Recreation Legacy Fund within the Constitution and establish existing conservation and recreation accounts as components of the fund.
• Use current funding sources such as state park entrance and camping fees; snowmobile, ORV and boating registration fees; hunting and fishing license fees; taxes and other revenues to fund accounts.
• Establish the current Game and Fish Protection Fund and the Nongame Fish and Wildlife Fund within the Constitution.
• Provide that money held in Funds can only be used for specific purposes related to
conservation and recreation and cannot be used for any purpose other than those intended.

Nothing new, the so called "Green Sticker" fund here is California has been used for other things besides their intended purpose. Can we say "trail restoration", which means closing them down, can we say buying non OHV land for conversation purposes (I'm ok with this but not with our money).
An independent government commission found out about this and the local OHV groups went beserk. They sued the state, luckily they had a state Senator or Assemblymen on their side. From what I can decipher is the "Green Sticker" comission was thrown out and new members installed. Most of the board were environmentalists, go figure. Lawsuit was dropped. Not sure if we are going to get our monies back.
They either take your land away or take your money.
