You need a title or MSO from the manufacturer. If you do not have these, you will have to have a bill of sale, apply for a lost title at the DMV and have it inspected at the WSP (VIN number check and verification it is the vehicle stated). The DMV will register it just like any other ATV once you have the required items.

Pictures of your buggy off the manufacturer web site with the specifications will help you get it registered if your title calls it a go-kart. WA DMV still thinks of karts as road based vehicles until you show them otherwise.

I've registered three buggies in WA, so if they put up any resistance it is due to their lack of knowledge how to do it correctly.

Bring the bill sale and pages off the manufacturer site to the DMV. They will give you paperwork that will be needed for your WSP inspection. The inspection is then scheduled through WSP. If you have a buggy where the VIN/Serial number is not stamped or etched into the frame, you should do this yourself prior to your visit (in the case of Yerf-Dogs, the information was on a vinyl sticker on the CVT cover and on the floor pan under the drivers seat). The engine serial number should be somewhere below your CVT cover already etched into the case.
