Hey Guys there's a test pilot program for the LUV's going on in Wisconsin and we qualify as a LUV Per: their regulations I have been conducting some chat on a Wisconsin ATV forum for a little while now and I wish to include the most recent postings in their entirety. The five counties mentioned require registration and this can be done online and is free to do absolutely FREE if you take a few minutes and register even if you don't plan to visit anytime soon you could help us get this legislation passed as permanent law and then you can use it as a model for your own state to implement. This will open up thousands of miles of ATV snowmobile trails throughout the state of Wisconsin for the mini buggies and has the potential to be a model for a nationwide law allowing access in your home state. This has the potential with your support to be pivotal in our quest to gain acceptance wherever you ride. My most recent information came straight from Gary Eddy the big cheese at Wisconsin DNR. Hey guys I just found this on the Wisconsin DNR website and a helpful gentleman by the name of Gary Eddy lead me there he was so helpful and nice to talk to about the situation with the mini buggies and our members that want to ride here too. It seems that our mini buggies are classified as an LUV as per the DNR description and no change will be needed to the definition in order to include us mini buggy enthusiasts.
I am posting it here in its entirety for the benefit of all members on this forum as I did not know where to find it until I was directed to it myself. It sounds like some of you guys should think about reclassifying your ATV's to LUV that way you do not have to worry about a 48 inch rule the 900 pound rule and you can make your rims 1 inch bigger HMMMMM.......LOL... but you still don't get a roll cage and safety harness like on my mini buggy. Here is a link to a picture of one like mine since I do not know how to add a picture of my own mini buggy mine is blue not red.

As part of the 2007-09 State Budget, the pilot program is to be administered by the DNR in consultation with the Department of Transportation to evaluate use and effects of operating lightweight utility vehicles on all-terrain vehicle trails and routes. Counties named in the budget provision as possible participants pending local approval must notify the Department in advance of the start of a program.

There is up to $2,000 per county available in the form of grants to assist in the evaluation of this program.

At this time the following counties have opted to participate:

* Florence
* Lincoln
* Marinette
* Sawyer
* Washburn

The program expires on September 30, 2009.

DNR Specs for a LUV:

* Gross weight of more than 700 lbs but not more than 1,900 lbs.
* 4 or more low-pressure tires with rims having a maximum diameter of 13 inches and inflated with an operating pressure not to exceed 8 lbs per square inch.
* Equipped with a cargo area
* Primarily used off-road
* Does NOT include golf carts or low-speed vehicles as defined in 49 CFF 571.3.

Each county has the option to further restrict the definition of a LUV. It is strongly recommended that you check each county's web site to make sure the machine you are considering meets the criteria of the county you wish to ride in.

Currently a self-registration is available on each county's website. Counties have the option of charging a fee (or selling a sticker) to utilize their trails. Again, please check each county's website.

The following counties are eligible to participate: Florence, Forest, Sawyer, Marinette, Langlade, Lincoln, Oneida, and Washburn

What does it cost to register an LUV?

I'm sure I could get mine to 700Lbs (probably over that already)
I have a cargo area
Used primarily off road
4 low pressure tires? Check!
Not a golf cart....hmmmmmmmmmmmmm

Here is the best answer I can get you regarding the registration fee for an LUV
There is no fee to register your LUV you only need to get a County sticker and follow the instructions posted by Skylab. That's all for now Tigger

Below is the e-mail I sent out originally back on the 7th " please note the correction that the registrations are a county registration versus a state registration form, each of the pilot counties ask that LUV owners register once per year in each county they ride in so the amount of LUV traffic can be gathered, compiled and assessed as we all try to determine if a permanent LUV statewide registration and sticker program that mirrors the traditional ATV registration program should be presented to state lawmakers!

Please spread the word that the Light Utility Vehicle (a.k.a. Side x Side and/or UTV) pilot test program is now underway. Also note that Marinette County also requires a special LUV sticker, those details would be available on that county’s web site or with local county contacts. Also note that state registration is mandatory <this> although no state fee is required at this time. Registration information is in the press release below.

For all “Ride Smart” Trail Patrol Ambassador’s, we have a special Trail Ambassador survey form available to you, designed for those patrollers who wish to patrol in the counties that are participating in the LUV pilot test. Our goal as patrollers is to gather as much data from the traditional ATV riders who interact with the LUV riders, as well as LUV riders themselves and to use this data to help assess the test results.

We can e-mail the surveys or we can mail you hard copies. They are fairly short and easy to use……please let the NOHVIS and Rider Network office know if you want hard copies or electronic ones.

Also see the second release about the ATV Internet Safety Course now being available. This should help alleviate some of the backlog we have with our out of state visitors who have young riders that need safety certification but have a tough time scheduling it because of distances.

Five northern counties to host pilot program
MADISON " Lightweight utility vehicles -- also known as LUVs, UTVs or side by sides -- are now temporarily allowed on certain all-terrain vehicle trails in northern Wisconsin. Lincoln, Washburn, Sawyer, Florence and Marinette counties have elected to enroll in the LUV Pilot Program, which ends on Sept. 30, 2009.
“Members of the public interested in operating LUVs within these counties, need to visit the individual county's Web site or contact the county Forestry Department for all rules and regulations. Each county should have an online registration, which is required for each county you operate in; registration is free. Additional information or trail sticker requirements should also be reviewed with each county,” said Gary Eddy, all-terrain vehicle administrator for the state Department of Natural Resources. “The counties will regulate how and where LUVs will operate on their trails and routes.”
Passed as part of the 2007-09 State Budget, the pilot program is to be administered by the DNR -- in consultation with the Department of Transportation -- to evaluate use and effects of operating lightweight utility vehicles on all-terrain vehicle trails and routes.

Internet ATV safety course now available
MADISON " Operators of all terrain vehicles (ATV) now have a convenient online method to receive ATV Safety Certification through an Internet Web page introduced by the state Department of Natural Resources.
“This should prove very beneficial to young adult operators and out-of-state operators who need ATV Safety Certification," said Gary Eddy, DNR all-terrain vehicle administrator.
All operators at least age 12 and born on or after Jan. 1, 1988 must complete an ATV Safety Certification course in order to operate on public ATV trails and areas in Wisconsin.
“The internet course may not be for everyone. Parents will have to gauge whether an internet course is the best fit for their child. For some students, young and old, a classroom course with instructors and hands-on learning may be a better fit," said Eddy.
Both courses provide basic information on how to operate an ATV safely and responsibly, but they don't make you an expert rider.

I went ahead and registered. I hope this helps further the cause. I'd really like to see Illinois get on board with some of this stuff.

I would not worry about marinette County too much unless you plan to go there as they require a $20 fee for a trails sticker although registration is still free in marinette county the other counties are FREE No additional size or weight restrictions in Florence County and no fee to register only took a couple minutes. Washburn and marinette and lincoln County do have a few additional restrictions but we still qualify. remember you need to register in each county that you plan to operate in, that may mean a few extra minutes of your time but it's worth it to stuff the ballot box ROTFL... Besides it's very easy once you fill out the form just change the name of the county that you're registering in and resubmit for each county. That's all for now Tigger.
