Since my last post we found a 10mm split in the rubber fuel/compression manifold between the carb and cylinder. When we lifted the plastic air intake funnel directly behind the seats slightly the split opened and this was enough to stall the engine! Hopefully, this is the cause of the power loss at higher engine speeds. When we get it swapped I'll confirm. cheers.
i would say you found your problem.
here is what i think of those rubber intakes
sorry couldn't help myself

I am having the same problem. My 3206 w/ howhit 150cc keeps bogging down before i get top speed. I maybe reach 15mph if i'm lucky. I have
cleaned out the carb, checked the spark plug, checked diaphram, checked intake, taken out air filter, checked for loose coil wires, checked fuel filter. When i took the air filter out, it did the same thing. I've checked into the air/fuel screw, but my carb doesn't have one. In place of it is a plug. I'll post a pic of it tomorrow. I pulled the spark plug out and it is black meaning i'm running rich.
I have an ohm meter, but don't know how to test the electrical system. Any suggestions would be greatly appreciated.
with the engine running spray some carb cleaner around the intake. if there is a change in rpm then its cracked. also remove the choke from the carb and measure the length of the needle, then hook 12 volts to it and let it set for 12-15 minutes. then remeasure _________________ Blade buggies,Carter buggy's, ams (manco) , joyner, parts for almost anything

I have checked the choke and it seems to work fine. the distance it retracted matched the service guide specs. Have already used carb cleaner around the intake. I haven't changed out the jets they are factory. When i bought it a few months ago, the valve had broken off inside, i took the exhaust off and some parts of the valve fell out. would restrictions in it casue this?

seems like you have checked things over pretty good.
since you had the valve fixed or a new head and you have ran it a while now have you readjusted the valves.they might be a little tight now not closing all the way because they have seated in farther now, or one opening and one not opening up far enough, does it start hard?
if it was me i would check the valves to.
a plugged off exhaust will cause problems,is there something loose inside muffler?

I checked the new valves after the first 8 hours of run time. they were off a bit but not too much. I readjusted them and tightened them down. i set them at .003 at first, then moved them to .005. Finally i kept them at .004. It seems to be doing the same thing though. I ordered a uni filter. I will try it out and see were it goes from there.

TxYerfer28, have you pulled spark plug out and put it back in the boot grounded it to head and turned it over,to see what kind of spark you have. blue spark is what you are looking for.
have you checked these things
ground wires.
connectors plugging into cdi to make sure they haven't push back out of plug.
spark plug is it good.
coil,coil wire,plug cap
thats just some more things might want to look at, weak fire (spark )can make plug black, to make you think it is carb problems
