Welcome to the buggy scene.
The drilled part is the vent holes in the slide that control the quickness of the slide opening. Some people cut the spring but I have seen that it can be inconsistant at times. I just drill the holes out and leave the spring alone. I cannot remember if it was 5/32" or 7/32" that I drilled it out to.
The shimming is when you place a shim under the main needle where it goes through the slide to pull the needle out of the jet further faster giving more fuel at a lower throttle opening. I did go .027" on the shim. Anywhere from .025" to .030" will work. These moods help with throttle response.
