My mower is making me nuts! THe engine surges at full throttle--even under load. I removed & cleaned the carb but that didn't help. I then found the governor linkage was bent so I straightened it & readjusted the gov. arm. Much better but still not perfect. The control plate is slotted to allow adjustment of the governor tension spring & it was all the way up on its slots--max tension on the gov. arm. Don't know if this is right or not.
The crappy Kaw service manual for this engine (FH721V) doesn't include adjustment procedures for the carb or governor so I don't know what to try. I'm friends with the only small engine shop in this small town but he doesn't get many of the larger engines in. _________________ _________________

Just guessing here, but if its still surging, did you try a
new tension spring, that original might be too weak from
the heat, letting it surge a little. Let us know what ya

Just throwing this out there, but did you check the basics? Clogged fuel filter, free flowing gas coming out of the fuel line? If its a vertical shaft engine, its quite possible that it has a fuel pump. You could check the lines going to it and from it. The pressure line should be going to one of the valve covers. I would also look at the tension spring. You could also try adjusting the air/fuel mixture screw on the side of the carb., but I would definitly check the other things first. _________________ N.E. I was looking at the right spot but was looking for the wrong thing. Turns out the slots in the control plate are to adjust the Hi speed. It was maxxed so the governor couldn't regulate the speed.
Running good now.
