Chris, Google is a wonderful thing!

I'd have to say that "legally" you can't do it.
Maybe you can get around it by allowing everyone to enter the raffle for free while standing next to a donation jar. There could be a "suggested amount" per ticket. People could give more or less. If somebody wanted to be a scumbag and insists on a free ticket you would just have to give it to him. WE know what the jar is for. The guy that doesn't want to give anything is the undercover guy from the AG's office! Of course I'm not a lawyer, so what do I know!

From the above website:

Raffles, sweepstakes
A raffle is a game in which a participant buys a ticket for a chance at a prize, with the winner determined by a random drawing to take place at a location and date printed on the ticket.

Raffles and sweepstakes are popular money-making efforts. Missouri law is clear, however, concerning which groups may legally sponsor these promotions.

In 1998 Missouri voters adopted a constitutional amendment allowing raffles and sweepstakes to be sponsored by groups recognized under federal law as charitable or religious.

I've been through all of that. Google was the first place I went. Like I said in an earlier post, I've run multiple Raffles here in Connecticut every year for the last 15 years or so.

A church group I'm on the board of runs either onr or two car raffles every year. We typically raise in excess of $40,000.

I still haven't given up on this. We've got some options that I'mm looking into in.

what if we set up a paypal account online... Say in NJ... Then pick the winner from a jar at the meet??? That way all the monies and such are registered in NJ and delegated from NJ... The the bash is the announcement of the winner! Is that possible?????

Typically the raffle takes place where the drawing is located. Some of the questions to the State of Missouri is "Can I advertise an out of state raffle?", "Can I sell tickets for an out of state raffle?"

As far as setting up a not-for-profit? We are NOT a non-profit organization. Setting one up can take years depending on which direction you go with it. I also have experience setting up non-profit orgs and have looked into that as well.

We may just have to have to two seperate activitites: A drawing for a buggy and a collection jar for donations. If you find the collection jar, you'll be able to find the jar for the drawing. Just a thought.

That's what I was suggesting earlier, but you have to be willing to give a ticket to somebody even if they don't want to donate. That should keep you out of hot water.

Ok so now we are looking at a "Door Prize" with a "Donation jar". Sounds simple to me Very Happy .
Now in lies the real problem..... So far we have no door prize! And we still haven't come up with an alternative plan,I.E. the cookout, the sponsored race,or any other plan. Wait a minute......COULD WE DO A RACE???????? A sponsored race????? Entry fees? Small prize?( Cash or whiskey), or a clutch? Maybe someone would feel more comfortable donating,a new set of rollers,or a variator, clutch,or some other upgrade part instead of a buggy. Make this race seperate from the normal festivaties. Winner gets the prize,Hopkins foundation gets the cash,or whatever you want to call it, Let's Keep this a KISS plan.(Keep It Simple Stupid)!

It takes a lot of work to put an organized event of any kind together. We could say right now: Group Picture at Site XXX on Saturday @ 11:00 am or Drag Race at XXXX on Sunday @ 10:00 am. However, someone still has to organize the actual event.

That's were the problem lies. Someone has to step up and take charge. Preferably it would be someone who knows the park, has organizational skills, and can verbalize all of this stuff.

TH you seem to be the most vocal of all of us ....till now!
It appears that we still don't have a plan,to help the Hopsters family,But then do we still need to or not?
Yes he did create this site, and yes he did help a lot of us,and yes he was an outstanding human being! So why can't we come up with reasonable way to pay tribute to Steve,fo his family???????? I will grill hotdogs, and hamburgers on Saturday and sell them $4.00,and I will donate parts that I would install on my own buggy, for an auction! I would still auction my own buggy if I need to!!!!!! ( no raffle, is that legal?)

I am not trying to pick a fight,I am just trying to get the rest of us MOTIVATED????????

If it wasn't for Steve Hophins there would NOT be a BUGGY-BASH!

Those who have been, do tell!!! I would love to volunteer for help, but I have never been there, and I am not sire at what time I will be arriving! ANYONE????

I think the best bet would be to donate the money to a charity in Steve's name. Sue and the kids are doing well and want the money donated in Steve's name to whatever you decide.

What does everyone think about an auction with all the money going to charity? I've got a couple boxes of slightly used buggy stuff I blew through in my quest for buggy nirvana that I would rather donate to such an auction than to try to sell on eBay.

One concern is that with time limited to only the weekend there might not be enough people wanting to attend raffles & auctions--they'll prefer to be riding. Can't blame them for this. Many of us might only get out to a big park like St. Joes once a year.

The biggest failure in past Bashes has been in communicating events to everyone. It's been difficult (if not impossible) to reach the majority with everyone scattered on the trails. And St. Joes is way larger than Paddy's was so it will be even more challenging this year.

That's a great idea...

Having not ever been to Paddy's I can't say too much on it. I was under the impression that the camping at Paddy's was more ad hoc than at St. Joes.

As far as I know there are two entrances to the riding area at St. Joe's. It may be possible to post a schedule of events at the shower area at camp (a central location) as well as at the entrances. Keep in mind that someone has to be in charge of this task and that's also assuming that there is a schedule of events.

It's easy to do.. It's hard to execute.
